Introduction
Navarra is a pioneering region in sustainability policies, using its Smart Specialisation Strategy (S4) and dedicated regulatory framework as key drivers of the circular industrial transition. Regional coordination is led by Orekan (Gestión Ambiental de Navarra), whose extensive experience in developing circular economy strategies, combined with more than four decades of environmental monitoring and analysis, provides a strong evidence base for anticipating challenges and designing effective solutions.
Together with local partners CEIN, UPNA and AEZMNA, Navarra has built a quadruple-helix ecosystem that connects academic research, public institutions, businesses and society to address pressing regional needs. While 78% of the region’s companies recognise the importance of circularity, only 23% have successfully implemented circular business models.
Through the Circular Business Lab, the Navarra Zirkular initiative, and the UPNA–Orekan Chair in Circular Economy, Navarra is transforming real business challenges into practical learning pathways. In doing so, the region aims to strengthen its position as a living laboratory for circular innovation, enhancing industrial competitiveness while contributing to Europe’s strategic autonomy and sustainability goals.
